Crisis management of Assuratome
In case of a large loss at a nuclear site, involving liability, Assuratome has drawn up the so-called INES 5 plan in order to facilitate indemnification to victims. This plan foresees the activation of a coordinated administration structure which allows insurers, benefiting from their large representation on the French territory as well as from their loss indemnification experience, to optimise their contribution to the crisis management in case of an exceptional nuclear loss.
This plan is not called upon when the leading insurer is capable to manage the claims alone upon a loss.
The fundamental principles taken into account in the design of this plan are:
- the nuclear law and the diversity of financial funding
- Pool policy management on the international market
- High number of potential victims
- The duration of claims management which is long term characterised
- Cost accounting for separated processing fees and submitted to controlling
This plan is backed by the following structures:
- The Technical Committee (permanent structure of Assuratome)
- Emergency committee (temporary structure)
- Crisis management committee SGU (temporary structure)
- Long term claim management committee SGLT.
Both structures SGU and SGLT represent the unique interface allowing :
- Central registration and claims management for the victims irrespective of nationality or place of residence
- Communication with the media in coordination with the operator and the authorities
- Coordination of actions of insurer(s) – authorities – reinsurers
- Long term management resulting in periodic proceedings communicated to members and authorities
- Control and allocation of operating costs borne by the insurers.
